The TPP'S
Mandate

Statement of Mandate
One-Pager

We are seeking a new mandate to build a self-governing, financially empowered, and future-ready Tobago, a Tobago with the authority, resources, and systems to deliver a higher quality of life, stronger economic opportunity, and a more resilient society.

Our core mandate

1) Secure Tobago's right to govern Tobago.

We will pursue constitutional self-government and the modern governance arrangements needed to exercise real decision-making authority on Tobago's behalf, clear responsibility, clear accountability, and Tobago-first execution.

2) Secure Tobago's right to finance Tobago.

We will fight for fiscal autonomy and a fair, rules-based share of national income, so Tobago can fund its development predictably, expand its revenue base, and invest consistently in the island's priorities.

3) Put people back into governance.

We will institutionalize participatory decision-making, structured consultation, public reporting on what we heard, and transparent follow-through, so policy is shaped with citizens, not merely announced to them.

What we will deliver (2026–2030)

A safer Tobago: strengthened local safety and security capacity so communities feel protected and public services can respond faster and better.

A smarter Tobago: improved education and skills development, paired with innovation and technology adoption, so Tobagonians can compete, earn more, and build new enterprises.

A stronger economy: a deliberate strategy for growth and diversification, including deeper entrepreneurship support, investment facilitation, and stronger sectors such as tourism, agriculture, fisheries, and the creative economy, so the island can grow incomes and opportunity sustainably.

A healthier, fairer Tobago: stronger health systems and prevention, alongside modern, integrated social support that helps vulnerable groups access services quickly and move toward self-sufficiency.

A better-built Tobago: sustained infrastructure development and better planning, transport, roads, drainage, housing, community facilities, and public spaces, so everyday life improves and the island becomes more resilient.

A cleaner, climate-resilient Tobago: environmental protection and climate resilience, coastal protection, waste management, ecosystem stewardship, and a transition toward renewable energy, so Tobago remains livable and competitive for generations.

A digitally connected Tobago: reduced digital divide and improved digital government, better connectivity, digital literacy, and faster, more transparent public services.

How we will govern

We will lead with clear targets, measurable outcomes, and accountable delivery. We will coordinate across sectors, partner with communities and the private sector, and modernize the public service to reduce delays and improve service quality.

The outcome we are asking you to vote for

A Tobago that is more autonomous, more prosperous, safer, healthier, better planned, and more resilient, with citizens who can see, measure, and trust the progress being made.
